Gateway declines look identical to real failures, usually for under two minutes. A timed second attempt at 23 and 51 minutes recovers most of them with zero emails.

A network timeout is not a decline. Card networks drop connections, processors queue, queues drain in a window shorter than most dunning sequences even start.
One of our first retry passes hits at 23 minutes, a second at 51. No email, no session interrupt. Bank systems reconcile, the charge clears, and the customer never sees an invoice problem.
